The California Work Group (CWG) Urges You to Make Public Comments by Monday to New Medicaid Rules That Could Harm Americans with Disabilities

From:             Julie Ward

TO:                 CCD Health, Long Term Services, and Employment task forces

We need your help—please take a few minutes to review the consensus CCD comments on the Medicaid eligibility NPRM and submit to CMS a comment in support of our letter.

For one of the most serious problems in the proposed rules, please see page three of the document.

Many disability groups have serious concerns that CMS is misinterpreting the intent of Congress with regard to how people with disabilities should be screened for eligibility when the Medicaid expansion occurs in 2014.  As a result we are concerned that some people with disabilities may not be able to access or retain some of the services and supports they require to live and work in the community if the NPRM is not revised.

Many thanks to Lisa Ekman who took the lead in analyzing, researching and writing these excellent comments.  She led a workgroup of members of the Health, LTSS, and Employment Task Forces, spent countless hours walking some of us through the regs and when questions remained yesterday walked us through the comments and the NPRM again.  This is a complicated regulation and I apologize that we are not giving people more time to review and digest but I want the membership to know that this letter was developed with input from the 3 task forces. If you have concerns please contact me immediately as I would like to submit these comments by noon on Monday the 31st ( the due date).

TO COMMENT  please go to www.regulations.gov  click submit comments, search for CMS-2349-P and when it comes up hit submit a comment and type a message of support in the comment box.

Feel free to cut or paste from our comments—the important thing is to show CMS that the disability community is concerned and the numbers of comments are more important than resubmitting our entire comments.  Thanks and it is not to late to sign on to the CCD exchange comments also due on Monday.

Thanks,

Julie
