CALIFORNIA BUDGET CRISIS
State Senate Plans To Begin Consideration of 31 Budget Bills At 5 PM Today
Senate Democrats and Republicans In Caucus - Time Schedule Subject to Change

SACRAMENTO, CALIF (CDCAN) [Updated 07/23/09 02:16 PM (Pacific Time) -
The State Senate convened for a few minutes just after 2:00 PM, with an announcement by Senate President Pro Tem Darrell Steinberg (Democrat -
Sacramento) that consideration of 31 different budget bills dealing with
closing the $26 billion budget shortfall will begin at 5:00 PM today.
Steinberg cautioned that the schedule is subject to change.

Both Senate Democrats and Senate Republicans then went into separate private
meetings or caucuses. The Senate Appropriations Committee is scheduled to meet in the State Capitol in Room 4203 following those meetings.

The Assembly meanwhile has not announced a schedule when they will meet to
consider the budget bills (The Assembly is still on call of the Assembly Speaker as of 2:17 PM)

As previously reported, a deal to close the over $26 billion deficit in the 2009-2010 State Budget that was passed earlier this year (February) was reached by Governor Arnold Schwarzenegger and the four top Democratic and Republican legislative leaders [Assembly Speaker Karen Bass (Democrat - Los Angeles and Senate President Pro Tem Darrell Steinberg (Democrat - Sacramento), Senate Republican Leader Dennis Hollingsworth (Republican - Murrieta) and Assembly Republican Leader Sam Blakeslee (Republican - San Luis Obispo)] on Monday.

The deal includes about $15 billion in spending cuts - the bulk coming from education - but also significant major cuts to health and human services that impact children and adults with disabilities, mental health needs, seniors, low income families, community organizations and workers who provide supports and services.
The 31 budget related bills includes "budget trailer bills" (called that because it follows or trails the main budget bill) that makes changes in state law to implement certain reductions, changes in eligibility for services and other policy changes.
